On' September 17, 1981, we discussed ouk schedule fo' r completion of the remaining NUREG-0737 modifications at. Rancho Seco with you and other members of the NRC staff t. We indicated that some concessions to the technical requirements would be required in order for us to have the requirements completed by startup :following a September 1982 shutdown.
.These concessions revolve around the power requirements of the TMI modifications and are discussed in Attachment 1.

We also discussed the level of. manpower which has been devoted to these-modifications and would like to reiterate the fact that our entire Generation Engineering staff was devoted to these modifications following the Three-Mile Accident, except as required by other NRC requirements.

A. .ATTACHMFNT 1 POSSIBLE SCHEDULE IMPROVEMENTS The power requihements for the implementation of NUREG-0737 items have established a need for' additional emergency power-suppl _ies at Rancho Seco Uni t-.l. The~ District has, awarded a contract for the purchase of two additional diesel generators, whose installation,in turn, ieads to the're-quirement for a class I structure:to hou'se the units and a class I cooling pond for unit cooling. The total cost of this addition is some $40 million and we find it impossible to complete this effort,until the 1984 refueling octage. The main power requirement comes from the need to automatically ~ 1oed our existing auxiliary fe'edwater pump motors onto emergency diesel: busses. Regulatory Guide 1.9 provides minimum acceptable voltage and frequency drops during an automatic loading sequence. Our frequency is expected to drop about 1 H z below these minimum requirements and the exact-amounts would have to be determined from system testing. If NRC allowances-are made to allow for this~ deviation, it.might be possible for the _ District to eliminate the addition of'the new diesel generator system. In addition, the power requirements for control room habitability probably cannot be met and concessions may have to be made in the design of redundant heating, venti-lating, and air conditioning units. The power available for eavironmental control of-the new Nuclear Service Electrical Building may also havelto be lessened, requiring additional equipment qualification efforts for equipment being installed in this building. Most likely, this effort could not be com-pleted until some time after the September 1982 outage. (
