Our reply to the Notice of Violation for Inspection No. 81-03 was submit.ted on August 3, 1981.
Mr. Glenn Myer of your Region 1 office has notified us of NRC concerns regarding our actions taken to prevent recurrence of the subject violation.
1 In the Notice of Violation, it was noted that we had issued a Ictter which authorized NUS Corporation to make minor "non-intent" revisions to the Station

Met.corological Monitoring System calibration procedure. This permission to change procedurco without. Onsite Safety Committee review and the approval of the Station Superintendent is contrary to our Technical Specifications. Our l
" action taken to prevent recurrence" stated that a meeting was held between i
Duquesne Light. and NUS where it was agreed that the procedure would be controlled I
within the Station's MSP program and that any change what-so-ever to the pro-j cedure would require station review and approval.
In addition, a statement will be added to the beginning of the Meteorologic.il Monitoring System calibration

procedure denoting that changea can only be made with proper Station review and approval.
Our meeting discurisions with NUS should preclude future problems with NUS-performed procedures.
i We have conducted a review of all other vendors who perform maintenance activit.ies at the Station and we have determined that no similar authorizations have 'seen given to these vendora to change their procedures. We consider the NUS situation to be unique in that the procedure is performed offsite by the vendor wititout station support. Controls currently provided by the Station i
Administrative Procedures are considered to be adequate for other vendor procedures.
