Dear Mr. Watkins:
This is in further response to your letter dated May 20, 1981 in which you requested, pursuant to the Freedom of Information Act, records pertaining to replication testing by Underwriters Laboratories of the Brcwns Ferry nuclear plant.
By letters dated June 4, June 15, and July 7,1981, we provided partial responses to you.
Search and review of the remaining records subject to your request have ~ now been completed.

We are withholding these three records in their entirety.
These memoranda among Commissioners and staff constitute advice, opinions and recommendations and contain no reasonably segregable factual ma~terial.
Release of this information would tend to inhibit future communication between and among Lommissioners and their staffs, communication which is essential to the deliberative process. This information is therefore being withheld from public disclosure pursuant to Exemption (5) of the Freedom of Information Act (5 U.S.C. 552(b)(5)) and 10 CFR 9.5(a)(5) of the Commission's regulations.
Pursuant to 10 CFR 9.15 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The person responsible for this denial is Mr. Samuel J.

Freedom of Information Act Request
Dear Mr. Felton:
On April 3, 1981, the NRC's Staff conducted a briefing for Comnissioner Bradford on the Commission's fire protec-tion research program.
The Commission subsequently made a transcript of the briefing available.
One of the topics of discussion at the briefing was the upcoming replication testing by Underwriters Laboratories of the Browns Ferry nuclear plant (transcript, pp 33 -
44).
Pursuant to the Freede"a of Information Act, Debevoise &
Liberman requests copies o' all records addressing or discus-sing the Browns Ferry t sts, including the project plans, records containing the purpose (s)'*of the tests, and corres-pondence between UL and the Commission regarding the tests.
We understand that " record" has the meaning given in 10 C.F.R.
S9.3a(b).
We request that these records be provided with all possible speed, and in no event later than the 10 working days specified by 10 C.F.R. 59.8.
