Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together witn forty (40) copies of Attachments I and II thereto, comprising a statement of tne proposed changes to the Technical Specifications and the associated Safety Evaluation.
Tnis application seeks to amend Section 5.5.B (" Fuel Storage", page 246) of Appendix A. The change converts the units on maximum allowable enrichment of fuel in spent fuel racks from 3.3 w/o U-235 to 16.28 gm. U-235/ axial-cm. Both forms of this specification are equivalent. This change resolves an inconsistency between the maximum full en-ichment
- in spent full storage rack permitted by Appenuix A.

The proposed changes are Attachment I to the Application for Amendment to the Operating License enclosed with this letter. The Safety Evaluation for the proposed changes to the Technical Specifications is Attachment II to the Application for Amendment.
The Authority has classified this application for amendment to the operating license as Class II. Enclosed is a check in the amount of $1,200 as the filing fee per g 10CFR 170.22, which the Authority pays under protest pending a a final determination of the legality of the fee schedule.
