Interim Report on 1GCFR50.55(e) Item on Fisher Control Valves (#37)

Dear Mr. Keppler:

This additional interim report on the Fisher Cortrol Valve probim has been prepared to provide you with the current status of this probim.

This item was originally wported to Mr. R. Knop of NRC-Region III by Detroit Edison's Mr. H.A. Walker, Supervisor-Construction Quality Assurance on Dec-ember 31, 1980. At that tire it had been determined that there was a problem with Fisher Control Valves at the Fermi 2 Site.

Control valves were purchased frm Fisher Controls accarding to Detroit Edison specifications. During the purchase of additional valves, Detroit Edison Design Engineering determined that cut-off f"quencies had not been specified to assure that seismic design of the valves accounted for the Fermi 2 peak response frequency. It has been subsequently determined that a design def-iciency exists.

An investigation has been initiated to determine if the control valves can be qualified by determining the natural frequencies of the piping systems withic.

which these valves are installed. A time history analysis is being perforned on each pipe systm configuration containing the control valve to c1%blish the frequency of the system. If the natural frequency of the control valve is established to be above the piping system natural frequency, the valve will be accepted and qualified. In parallel to the engineering investigation, the specifications will be updated and quotations for new valves will be sought and purchase initiated as necessary, edher report on the item, either interim or final, is scheduled to be sent to you on or before December 28, 1981.
