Gentlemen:

As required by 10CFR50.54 attached are 13 copies (3 copies to Mr. Karl V.

Seyfrit and 10 copies to Mr. Darrell G. Eisenhut) of Amendment 3 to the ANO Emergency Plan. The changes which make up this revision are a result of further refinement of the plan, incorporating both NRC and in-house comments.

It was determined, following a review of the Amendment 3 changes, that this change will not decrease the effectiveness of the plans.

The plan, as changed, continues to meet the standards of 10CFR50.47 and the requirements of Appendix E to that part.

Also attached for your use are 13 copies (copies 70-72 to Mr. Karl V.

Seyfrit and copies 73-82 to Mr. Darrell G. Eisenhut) of the Arkansas Power & Light Company Nuclear Contingency Plan & Procedures.

This plan is referenced in Section 5.3.1 of Amendment 3 to the ANO Emergency Plan.
