Dear Mrs. Steinberg:
Enclosed please find three applications.from Liquid Carbonic Corporation
'for licenses to export nuclear grade graphite and boral plates to Peru,via Argentina.
The materia 1 will be used in a material testing research reactor -
to be constructed by the Argentinian Atomic Energy Commission at Huarangal, Lima.
Please note that.the two applications involving graphite have been combined into 'one license request. -This is NRC's first license application for the export of graphite.
Before taking action on.these license applications, we would appreciate your views,'in accordance with estatlished procedures, as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act of 1954'as amended by the Nuclear Nonproliferation Act of 1978.
