This refers-to the inspection conducted by Mr. D. Fi Fox of this office on
' April 13-17,'1981, of your facilities at Houston, Texas, and to the discussions of our findings with you and members of your staff at the conclusion of the -
inspection.-
Areas examined during this inspection and our findings are discussed in the enclosed inspection report. Within these areas, the inspection consisted of an examination of procedures and representative ~ records, interviews with personnel, 1
and observations by the inspector..
During this inspection it was found that you failed to meet certain NRC require-
~
ments. The specific findings ~ and references to the pertinent requirements:are identified in the enclosures to this letter.

The ibtice of Violation is sent to you pursuant to the' provisions of 10 CFR-1 Part 2.201. You are required to submit to this office within 30 days of the date of this letter a written statement containing -(1) a description of steps that have beenf or will be taken to correct these items. (2) a description of.
Steps that have been or will be taken to prevent recurrence, and (3) the dates-your corrective actions and preventive measures'were or will be completed. Con-sideration may be given' to extending your response time for good cause shown.
I' You are also requested to submit a similar written statement for each item-which appears ;in the enclosed Notice of Nonconfomance.
This is' the fourth inspection in which Engineering and Quality Assurance training-and qualification records were found to be not maintained as conaitted (See-Hotice of Nonconformance enclosure. Item C and previous; Inspection' Report Nos. 99900502/80-01, 99900502/80-03, and 99900502/81-U1.)
This~ suggests a breakdown in the effective implementation of the Brown'and Root x
.M Quality Assurance Program in this area for the South : Texas Project.
