Fursuant to the notice in the Federal Register on August 6,1981, at page 40111, this commenter offers his views on the antitrust review to be performed on Cleveland Electric Illuminating Co.'s recent submittal (Docket nos. 50-440-441).

In Tune of this year, the applicant's bonds were downgraded from "AA" to "A" by Moody's rating service. After a leng tra-dition of issuing safe bonds, its bonds a,re now only marginally a good i.nvestment. In the financial world, such a degradation is a highly significant change in a company's* position. As an integral part of the CAPCO pool, this degradation will surely alter Cleveland Electric's interdependence within and without that power pool. This commenter strongly believes that a significant change has occurred in the applicant's antitrust status and he will later recommend and request a reevaluation of that status.
