REQUE.cf FOR SEARCli FOR DOCUMENTS SUBJECT TO F01A-81-223 AND DISCLOSURE DETERMINATIONS On June 23, 1981, Dave Lynch, Raj Auluch, Carroll Bryan and Linda Robinson met to discuss the scope of this FOIA request.
At that time, Dave Lynch advised the requester that the only records that exist in addition to the records cited in the request are internal memoranda from various branches, e.g., SEB and MEB, to Dave Lynch under Categories 1, 5-6 and 7.
Dave stated his belief that such records are generally withheld under the FOIA (Exemption 5, predecisional~inemoranda). ^
After that meeting, the requester continued to express his interest in i
receiving those internal memoranda and any background material related to the memoranda that may exist in the pertinent branch files.
'Pleaso 2sk the appropriate staff members to search for records as noted i
above and provide a copy of the records to this office with recommendations i
as to disclosure.
Please.also provide a copy of each of the NRC letters that the various internal memoranda predate, for consideration with regard to any recommendation to withhold the memoranda.
In addition to the above, please provide disclosura determinations with regard to the documents listed below which were originated by your office and identified by ISE as subject to this request.
Please state to which category each of the records pertains.

TRANSFER OF LEAD RESPONSIBILITY FOR REPAIR TO SACRIt'ICIAL SHIELD WALL - WASHINGTON NUCLEAR PROJECT-NO. 2 (WNP-2) Docket 50-397 DESCRIPTION OF ITEM REQUIRING RESOLUTION:
Washington Nuclear Project No. 2 (WNP-2) reported problems with welding the
- sacrificial shield on WNP-2 and requested a meeting with NRC to discuss the-problem.
This meeting was held on February 6,1980 in Bethesda.
By letter dated April 4,1980 (copy enclosed), Region V forwarded Washington Nuclear Project No.~ 2 Corrective Action Plan for the Sacrificial Shield Wall.
This plan consists of five (5) attachments to the above letter and they are also attached for your information.
The repair consists of installing a partial penetration groove weld along the exterior circumference between the two rings at elevation 541'5
7 (SSW rings 3 & 4). The attachments to the Region V letter includes the
- A/E's (Burns & Roe) justification for the use of the partial penetration welds and project engineering directives (PED) d,etailing the weld repair procedures.
It is requested that you expedite the review and evaluation since work has been stopped and recomencing of work is pending the results of the review and release by IE.
PROPOSED ACTION _

NRR will provide IE with guidance for inspection criteria of the weld repaired areas.
