Dear Mrs. Steinberg:
Enclosed please find an application from Self-Powered Lighting, Inc. for a license to export 1,250,000 curies of tritium gas over a 5-year period (250,000 curies per year) to the Republic of, Korea for the manufacture of sealed gaseous light sources.
As you are aware, the Executive Branch is currently reviewing an earlier license request from this company (XB001092) which involves the export of a similar quantity of tritium gas to the Dominican Republic. Mr. Harper of Self-Powered Lighting advised that XB001092 should be kept active until the new license request has been reviewed.
Tne new license request differs in several important aspects from XB001092. The plant that Self-Powered plans to establish in South Korea will be a joint venture with the South Korean military forces instead of a wholly-owned subsidiary.
Subsequently, most of the light sources manufactured at this facility will be used by the military forces of South Korea instead of returned to the U.S. for distribution.
In regard to this, Mr. Harper will supply additional information on the proposed business relationship with the South Korean military and on the proposed end uses of the light sources.

the applicable criteria in the Atomic Energy Act as cmended by the Nuclear Nonproliferation Act of 1978.
