Dear Mr. O'Reilly:

In our continuing evaluation of the Masonry Block Walls at Surry Power Station Unit Nos. 1 and 2, two problem areas have been noted which could cause Vepco difficulty in completing installation of modifications in support of our commit-ments of July 31, 1981. The analysis will be completed by July 31, 1981.
Both of these problems have been discovered in the process of installing modifi-cations which assure the structural integrity of the walls.
The first problem as the block wall located directly behind the control room area, wall r J-27-0-4 as shown ora the key plans previously trans-mitted to you. In eie process of installing a modification on this wall it was found that the concrete blocks adjacent to the concrete columns were of a different thickness than what was previously assumed. The easiest resolution for this matter would have been to remove the block of different thickness and replace it with new block thereby providing better structural integrity. There is concern, however, that during removal of the blocks that blocks may be dropped and cause damage to the control room vertical board which is in close proximity to this wall. For this reason as a safer means, a structural steel uodification, has been proposed which will allev.f ate this condition. We believe there is a greater risk for removal rather than waiting to install the structural steel. However, it presently appears that this modification will not be installed by July 31, 1981 but should be completed within 15 days after July 31, 1981.
The other problem area involves five(5) block walls in the auxiliary building:
AB-27-6-1, AB-27-6-7, AB-27-6-32, AB-27-6-33, and AB-27-6-34.
In the process of installing modifications which assure the structural integrity of the wall, it was found that these walls consisted of two(2) 6 inch thfek blocks with a small gap in between instead of one solid 12 inch block. A number of re-stil S

solutions to this matter are being considered including: pump grout between the two 6 inch walls, recove one of the 6' inch walls and rebuild it with mortar between the two, remove the wall completely and rebuild it, or provide an additional structural steel modification. Any of these re-solutions will result in conditions w'alch would assure the structutal integrity of these block walls. This matter will be resolved and appro-priate repairs made within 15 days af ter July 31, 1981.
In addition a procedure is being developed to inspect other walls to ensure that conditions such as those previously desccibed do not exist in other areas.
If you or your staff require further information on this matter, we would be pleased to discuss this with then at their conveniencea -
Very truly yours, n
