10CFR PART 21 REPORTABLE CONDITION - POSSIBLY DEFECTIVE WOODWARD GOVERN 0R FOR HPCS DIESEL GENERATOR This letter advises the NRC of a reportable defect per 10CFR Part 21, as reported to your office by C. A. Cameron, Manager of Safety Evaluation Programs on September 18, 1981. This condition is a possibly defective Woodward Governor for the HPCS Diesel Generator. The defect was judged reportable on September 17, 1981. Attached is the report of the defect as it applies to the affected plant.

General Electric has informed the utility that is affected by the defect.

DEFECTIVE SPARE WOODWARD GOVERN 0R TO GRAND GULF HPCS DIESEL CENERATOR I. DESCRIPTION OF THE CONDITION Power Systems (division of Morrison-Knudsen) supplied the Grand Gulf Nuclear Station with a spare-governor (Part No. 8240-410) for an HPCS diesel generator which was not actually installed. The Woodward Governor Company, manufacturer of the governor, advised Power Systems of a possibly defective droop lever spring (Part No. 1540-523) in this governor. This spring is part of a manu-facturing lot which is suspected to have been improperly stress relieved. Power Systems subsequently notified General Electric of the condition.

II. SAFET) IMPLICATIONS As a consequence of a spring breakage, the governor causes indication of a minimum availability of fuel to the diesel engine, thus causing a shutdown of the diesel generator. The governor will not function again until the spring is replaced. This deficiency could reduce the capability to reach a safe shutdown under LOCA conditions, if the spare governor had been installed.

III. CORRECTIVE ACTIONS General Electric has notified Mississippi Power & Light (Grand Gulf). As recommended by the Woodward Governor Company, Grand Gulf is returning the spare governor to Power Systems for. replacement of the spring.
