Dear Mr. O'Reilly:

I. E. BULLETIN NO. 80-11 MASONRY WALL DESIGN SURRY POWER STATION UNIT NOS. 1 AND 2 Our letter of July 29, 1981, Serial No. 456, identified a problem area involving five block walls in the auxiliary building where the wall thickness was found to consist of two six inch blocks with a small gap between them rather than one twelve inch block as originally determined. During the repair of these walls one additional wall, AB-27-6-8, was also identified as having similar construction. The structural integrity of fcur of these walls (AB-27-6-1, AB-27-6-7, AB-27-6-8, AB-27-6-32) has been assured by pumping grout between the two six inch blocks to ensure structural behavior which is consistent with the results of our analysi% The remaining two walls, AB-27-6-33 and AB-27-6-34, have structural modifications installed to ensure structural stability of the wall.

Our letter of July 29 further stated that a procedure was being developed to inspect other walls to ensure that similar conditions do not exist in other areas. This procedure has been implemented and the inspections completed. The results of these inspections show that twenty additional walls have similar problems in that the walls consist of two or more wythes (vertical sections) without collar joints (vertical longitudinal mortar joints between the wythes).

VinoMIA ELECTIHC AND POWER COMPANY TO These walls are being reanalyzed to incorporate the information obtained in the recent inspections.. Analysis of all twenty walls was completed prior to our i

completion date of July 31, 1981. Sixteen walls were acceptable by analysis and four walls (AB-27-6-19, AB-27-6-20, SB-27-0-3, and SB-27-0-10) had modifications installed to ensure structural stability. We are revising the analysis of these walls to incorporate the new information. At the present time we do not anticipate any major problems with the reanalysis of these walls and estimate that grouting or structural ties may be used to provide a greater assurance of the structural integrity of some walls. We have all our available designers working on the reanalysis of these walls to expeditiously resolve this matter and will advise you if any' problems arise which would jeopardize safe operation of the units.. To further expedite the resolution of this matter we are following a dual approach of performing field repairs or modifications in parallel with the reanalysis of the walls. We expect to have the reanalysis of these walls and all associated modifications completed by the end of October, 1981. We are making every effort to improve this schedule and will advise you if improvements can be made.

We will submit our final report or I.E.Bulletin 80-11 after completion of this reevaluation and include the results of our reevaluation in the report.
