Georgia Power Company submits the following infomation in response to Iten 4 of ISE Bulletin 81-01,
" Surveillance of flechanical Snubbers,"
transmitted by your letter dated January 27, 1981.
This information subnittal completes all necessary actions required by Georgia Power to comply with the requirements of the subject bulletin.
Responses to bulletin itens 1-3 and 1-4 for Hatch Units ' and 2, respectively, were subnitted to you previously by our letter dated 11 arch 13,1981.
Because of prcblems identified during flay, 1980, all International fluclear Safeguards Corp. (IllC) nechanical snubbers have been replaced with Pacific Scientific Company (PSA) nechanical snubbers per Design Change Requeste 80-15 and 80-16 for Units 1 and 2, respectively.
INC nechanical snubbers are no longer utilized at the Hatch plant.
A partial replacement of Unit 1 inaccessible IHC nechanical snubbers with PSA snubbers was perforned during June, 1980.
The replacement PSA snubbers were visually inspected and nanually tested during installation, lione of the snubbers failed the required testing. Although it was stated in our initial response to the bulletin that those replacement snubbers would be re-exanined during the Spring 1981 naintenance/ refueling outage, review of the bulletin requirenents indicated re-exanination would not be necessary based on bulletin iten 3.c.
Replacenent of the remaining Unit 1 inaccessible IHC nechanical snubbers was conpleted during the Spring 1981 naintenance/ refueling outage.
The new PSA snubbers installed during this outage were visually inspected and nanually tested during installation.
Hone of the snubbers failed the required testing.

There tiere a total of sixty (60) safety-related accessible and inaccessible PSA nechanical snubbers installed consisting of four (4) PSA-3 ( size 6 kips) and fifty-six (56) PSA-1 (size - 1.5 kips) snubbers.
Visual inspections were performed to check anchor bolt configuration, wel ds, pir-to-pin diaensions and to assure proper installation and clearance.
Manual testing assured nechanical operability by renoving one end of the snubber and noving the snubber through one full stroke in both tension and conpression.
Information regarding Unit 2 nechanical snubber replacenent and testing was supplieri to you previously by our letter dated llarch 13, 1981.
