Interagency Agreement Number NRC-05-81-268 Pursuant to the Economy Act of 1932, the U.S. Nuclear Regulatory Commission

-(NRC) and the U.S. Geological Survey (USGS) wish to enter into an interagency agreement whereby USGS shall provide to NRC Power Plant Location Mapping

-Services, s.

ARTICLE I - SCOPE OF WCRK 1.

Provide assistance to the NRC in locating projected nuclear power plants on USGS 1:24,000 and 1:250,000 topographical maps where they are not now shown and; 2.

Verify the proper location for those plants which are currently located on the maps.

The purpose is to use these topographical maps as base maps for a related project with Battelle Northwest Labs which wf' produce NRC 10 and 50 mile radius emergency planning maps.

ARTICLE II - DELIVERABLES 1.-

As a result of Article I, paraaraph 1 USGS snall plot and/or check plotting of all projected nuclear power plants on published topographical maps and provide list of geodetic and Universal Transverse Mercator (UTM) coordinates for all plants.

. ARTICLE III - PERIOD OF PERFORMANCE This agreemeht will commence upon date of execution and expire approximately 120 hys thereafter or as soon as the project is complete.

ARTICLE ~IV - CONSIDERATION In full consideration of the Contractor's performance hereunder, NRC shall provide on a cost reimbursement basis all costs up to but not to exceed

$10,000.00.

The Contractor shall maintain cost records so that a cost status

can be readily ascertained and such that cost over-runs can be predicted and avoided. The Contractor shall promptly advise the NRC when the anticipated work is likely to' exceed available funds.

Ali applicable costs (time, travel, overhead, etc.) are to be borne by the Contractor.

ARTICLE V - OBLIGATIONS The amount presently obligated by the NRC with respect to this interagency agreement is $10,000.00.

ARTICLE VI - PAYMENT The NRC agrees to reimburse the USGS during the period of performance for

'an amount not to exceed $10,000.00 for services described in Article I above.

USGS will invoice NRC for actual costs incurred.

Invoices should be submitted to:

U.S. Nuclear Regulatory Commission Division of Accounting Office of the Controller Washington, DC 20555 ARTICLE VII - SPECIAL PROVISIONS VII.1 - PROJECT OFFICER Eric Weinstein is hereby designated as the Contracting Officer's authorized representative (hereinafter called Project Officer) for technical aspects of this agreement.

The Project Officer is not authorized to approve or reauest any action which results in or could result in an increase in the agreemer.c cost; or terminate, settle any claim or dispute arising under the agreement; or issue any unilateral directive whatsoever.

The Project Officer is responsible for:

(1) monitoring the Contractor's techni-cal progress, including surveillance and assessment of performance, and recom-mending to the Contiacting Officer changes in requirements; (2) interpreting the scope of work; (3) performing technical evaluations as required; (4) per-forming technical inspections and acceptances required by this agreement; and (5) assisting the Contractor in the resolution of technical problems encountered during performance.

Within the purview of this authority, the Project Officer is authorized to review all costs requested for reimbursement by the Contractor and submit recomendations for approval, disapproval, or suspension for supplies or services required under the agreement.

The Contracting Officer is responsible for directing or negotiating any changs in terms, conditions, or amounts cited in the agreement.

s" Page 3 of 3 For guidance from the Project Officer.to the Contractor to be valid, it must:

(1) be consistent with the description of work set forth in the agreement; (2) not constitute new assignment of work or change to the expressed terms conditions, or specifications incorporated into this agreement; (3) not con-stitute a basis for an extension to the period of perfomance; and as stated

above, (4) not constitute a basis for any increase in the agreement cost.

VII. 2 - INSPECTION AND ACCEPTANCE Acceptance of the services and reports to be delivered herein will be mde by the Project Officer.
