This letter responds to the items of nonempliance contained in your IE Report 50-341/81-07. This inspection of Enrico Fermi 'Jnit 2 Site Construction activities was performed by Mr. K.D. Ward at NRC Region III on June 16-19, 1981.
Only the cited item of nonompliance is discussed in this reply, as required by Section 2.201 of the NRC's " Ruler of Practice", Part 2, Title 10, Code of Federal Regulations.
The enclosed response is arranged in sequence of items cited in the body of your report. The finding and section nurrbers are referenced.
Detroit Edison action on this problem is not cmplete and work is con-tinuing. The final results and action will be provided in a supplement to this report which will be subnitted to you no later than September 30, 1981. Centrary to the requirements of 10CFR50, Appendix B, Criterion IX, the Enrico Fenni 2 Final Safety Analysis Report Section B17.1.9, and the ASV.d Boiler and Pressure Vessel Code,Section III,1971 Editicn, Winter 1971 Addenda, Appendix IX, Paragraph IX-3325, ASTM E142 penetrameters w re not used to check the radiographic technique employed on shop fabricated welds.
Corrective Action Taken and the Results Achieved A review of Dravo radiographic film supplied to the Fenni 2 Project has been ca pleted. Over 4,000 film packages wre reviewed and approximately 2,600 were found to have the problem with the improper pentrameter. The problem film are being grouped per material thickness, OA level, ASME code class, etc.
and evaluations are being performed for appropriate disposition.
Corrective Action Taken to Avoid Further tbncapiiances This problem has been noted on Dravo radiographic film only. Dravo has been notificd of the problem and a review of Dravo radiographic film indicates tnat the problem has not occurred since 1977.
Date When Full Compliance Will be Achieved A review of Dravo supplied radiographic film has been cmpleted and discrepancies have been documented. Evaluation and disposition is in process and should be empleted by September 20, 1981.
