Your letter of August 7,1981 has been referred to this office for reply. As you are aware, the flRC staff has had numerous correspondence and meetings with you on the subject of your proposed Passive Containment System.
It appears to us that a substantial amount of research and development, engineering, and de-sign work is needed before the merits of the concept can be fully evaluated.
If the U. S. Government were to support the conduct of si:ch activities, any such support would have to come from the Department of Energy, as provided for in l'ablic Law 96-567, " Nuclear Safety Research, Development, and Demonstration Act of 1980."
