20555 Dear Mr. Palladino; I am writing you concerning the installation of the Prompt Notification System at the Peach Bottom Atomic Power Plant near Delta, Pennsylvania.
I understand from the Nuclm r Regulatory Commission Office of Emergency Preparedness that the Philadelphia Electric Company has effectively ignored the NRC requirement to have an early warning system installed at Peach Bottom by July 1, 1981.
I further understand that Philadelphia Electric had not even solicited bids for the alarm equipment by the July 1 deadline, and that the utility indicates that it will not have the full system operational before July, 1982.
I do not feel that this is an excusable delay.
The nuclear energy industry has already had a one year warning of this regulatory intent, and half of the nation's atomic power plants had no problem meeting the deadline.
If nuclear energy is to once again gain the nation's confidence, I do not feel that some utilities should be allowed to treat so lightly new regu-lations designed to protect public safety.
Peach Bottom and similar plants ought to be dealt with swiftly, and steps should be taken to avoid such circumstances in the future.
