AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNITS NO. 1 AND NO. 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE By a letter dated July 1, 1981 (Seris?. No. 293), the Virginia Electric and Power Company requested an amendment te Operating Licenses NPF-4 and hrF-7 for North Anna Power Station, Units No. I and No. 2. The proposed changes enclosed supplement cur license amendment application dated July 1, 1981.

In a letter from Mr. Darrell G. Eisenhut dated November 20, 1980, all power reactor licensees were requested to incorporate revised inservice surveillance requirements for snubbers into their Technical Specifications. Further review i

of snubber technical information has better defined the technical and opera-

. tional considerations upon which our July 1, 1981 license amendment applica-l tion was based. The supplemental changes to the Technical Specifications for l North Anna Unit I and Unit 2, which are the result of this additional review, j are provided in Attachment I and Attachment 2, respectively. A discussion of l the proposed supplemental changes for Unit I and Unit 2 is provided in Attach-ment 3.

This request has been reviewed and approved by the Station Nuclear Safety end Operating Committee and by the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. Since this request supplements our previously submitted license amendment application, no additiona? Ticense amendment fee is required.
