Operating License No. DPR-50 Dotket No. 50-289 ACRS Open Items In response to your letter of February 11, 1981 concerning Advisory Committee on Reactor Safeguards (ACRS) open items f rom the meeting of December 4-6, 1980, please be advised that those items were addressed during the ACRS Subcommittee meeting of June 25, 1981 and the ACRS Full Committee meeting of July 10, 1981.
In addition, the fellowing information is provided to assist in your efforts in developing a response to the ACRS letter of July 14, 1981.
1.
Inadequate Core Cooling (ICC) - On August 10, 1981 representatives of GPUN met with members of the NRC staff to discuss the GPUN pro-gram for evaluation /use of suitable ICC monitoring instrumentation including water level. The essence of the GPUN program was addressed in our letter to the NRC of August 26,1981 (LlL 247).

Company Studies a.
Reliability Assessment - A Probabilistic Risk Assessment (PRA) for TMI-l to assist management in prioritizing safety improve-ments and increasing unit availability is scheduled to begin the end of this year. This initial part of the study will take approximately 12 months with follow-up studies antici-pated.
b.
Loss of DC Power - The TMI-1 DC Power Syatem has been reviewed against NUREG 0666, and we have concluded that the TMI-l system with recent modification is significantly more reliable than that g/
predicted in the report. Documentation of our procedure changes and modifications and our assessment of the improvements will bc 7
sent to the NRC by November 1, 1981.

ECCS Outage Times - Our submittal on ECSS outage times was sent to the NRC on September 4,1981 (LlL 243).

Startup and Test Program - We met with represent;atives of the NRC at TMI-l on July 23, 1981.
A number of ouestions were discussed and draft responses were given. Formal responses will be submitted in early September, w'. ich should provide the balance of the programatic information necessary for the staff review of the TMI-1 Startup and Test Progru.n.
