The qualification process is represented via this action plan, and it has been updated to September 1981.

It is not represented to be a rigid prescription to be followed without considering status changeson equipment items as industry tests progress concurrently with LaSalle's EQ program.

This potential for future modification of the LaSalle County test plan based on the availability of acceptable test data was reviewed with you and your Staff in August, 1981, and we understand, is acceptable to you.

4.

Assessment to Jurtify Interim Operation This appraisal of the safety of the LaSalle plant, during the first two fuel cycles while formal EQ testing is in progress, includes a discussion on single-failure criteria (Section now 4.6) and a discussion, with examples for roadmapping purposes, of concerns expressed by the staff during the field audit with respect to consequences of equipment failures on other safety functions and operator references (Section 6).

Commonwealth Edison would be pleased to bring a team of experts to your offices to review this study with the Staff if required.

The enclosed documents are intended to respond to all questions previously raised by the Staff.

The materials presented in Appendix M shall be docketed in a future amendment to the FSAR.

In the event you have any questions relative to the enclosed materials, and in particular the Assessment to justify Interim Operation, please contact this office.

Three (3) copies of the report are provided for your use.

Very truly yours, L. O. DelGeorge Director of Nuclear Licensing cc:
