We submitted an interim report on this condition on April 22, 1981, letter #G02-81-0083.

UPDATED REPORT Description of Deficiency Soil testing for Class I backfill may have been performed incorrectly.

There appears to be a lack of documentation regarding the backfill.

Approach to Resolution of the Deficiency Intensive efforts have been expended to locate records defining Class I backfill areas backfilled after May 1976. An alternate approach requiring more comprehensive testing is being prepared in case these areas cannot be identified. A testing program will be undertaken to determine in-situ densities in those areas defined by the documentation search. The testing program will utilize indirect determination of density by standard penetration testing (ASTM-D-1586) and by penetrometer testing. When the fill is exposed in excavations, penetrometer testing will be used and where be used.
