d During an onsite visit to Three Mile Island on August 17, 1981, Harold Deni A

Director, Office of Nuclear Reactor Regulation, and Stephen Hanauer, Director, Division of Human Factors Safety, informed GPU Nuclear management and TMI-l operators that all TMI-l reactor operators and senior reactor operators would be retested prior to TMI-l restart.

The decision to retest operators was made following completion of a recent NRC investigation into cheating-by two operators during examinations last April.

The reason for the site meeting was to personnally describe the various factors which led to the decision to retest TMI-1 operators and to provide GPU management and TMI operators the opportunity to comment on the decision and NRC plans for the retesting currently scheduled for September.

Media interest is expected because of NRC and licensee press releases regarding this matter on August 17, 1981.

The Commonwealth of Pennsylvania has been informed.
