Dear Chairman Smith:

This letter is written in response to the Board's Order of August 20, 1981 regarding the cheating that occurred during the N.R.C written examination given last April.

It is my client's opinion that re-examination of the TMI-I Operators who took the N.R.C. written examination last April is required.

Moreover, my client has suggested that sequestration of the individuals to be examined or consistent proctoring of examinees takes place.

The combination of re-examinations and sequestration or consistent proctoring of the examinet...will resolve the p oblems previously 4ncurred.
