SIMULATOR EXAMINATIONS (GENERIC LETTER 81-29)

NRC letter (Generic Letter 81-29) dated August 7, 1981 requested a schedule of operator exams. Several clarifications to the NRC recemmendations in NUREG-0737, Item I.A.3.1, were also provided.

The schedule of examinations for Senior Reactor Operator (SRO) and Reactor

$perator (RO) candidates at the Big Rock Point Plant for 1981 and 1982 is 1.'sted below.

Morris, IL Dec 15, 1982 Consumers Power Company expects to cooperate ', every reasonable fashion with changes made to the operator licensing format by the Nuclear Regulatory Commission. However, Consumers Power Company takes exception to the scheduling during 1981 for Hot License Demonstrations coinciding with the oral and written examinations. The 1982 schedule will allow the simulator and oral / written exams to be taken as close to each other as practical.

The Hot License Demonstration portion of the NRC operator licensing examinations at the GE-BWR Training Center for five SR0s was completed in June 1981 with all five successful candidates. Another Hot License Demonstration portion of the NRC examinations for four RO candidates and two SRO candidates was completed August 22, 1981 with the likelihood that all personnel were successful. Consumers Power Company was informed by Mr Joseph McMillan that the Hot License Demonstration Exams will have to be performed again by..RC oc0881-0456a-57

2 examiners during the first week in November. This results in an increased finencial burden to Consumers Power Company of approximately $100,000.00 for 1... which includes wages of individuals in training, transportation costs of trainers and trainees, lost simulator time due to previous simulator demonstration exams and purchase of new time for proposed hot license demonstrations for 11 persons in November. Additionally, there is a burden on operations personnel to " cover" for personnel who must return to the simulator.

l Consumers Power Company is more than willing to cooperate with the Commission in operator licensing activities, but we must use constraint when changes in licensing schedules affect staff availability and are not cost effective.

Exception to the need for 1981 Hot License Demonstration Exams for the Big Rock Point Plant personnel is, therefore, requested.

Consumers Power Company would appreciate meeting with you and/or your repre-sentatives from Region III to discuss the impact of Generic Letter 81-29 at your earliest convenience and obtain clarifications on the guidelines.
