e" es This letter is to express of my moralist s on the use of nuclear fission as a source of power to be used by the general public. I have two major objections in the use of " nuclear power" - one is the economics, the other is the health risks involved.

One of the basic premises of our country is that the government serves the people, not that the people serve the government and not that the government serves corporate or private interests. Our society's energy is provided by single regional sources (monopolies); these legal monopolies shou 1C safely and efficiently serve what the population wants and how the population (the customers) want it. If thc monopoly is not willing to listen to the individual customer (society), then. society nust exert ite power by wielding the arm of government.

In order for a government agency to act on the will of society, the agency mus.t have its facts correct. The following are some substantial facts showing the w

nuclear alternative (asJ source of energy) is the wrong way to go.

The Economics. As a specific example IT11 use the Diablo Canyon Project.

1. The original estimate of 350 million dollars cost has risen to at least 1.14 billion dollars, a " slight" cost overrun of 1.06 billion doll ars. This kind of thing seems to be a pattern in the building of Atomic plants. The public is,I sense, being fleeced.

Less than one third of the heat produced by tne plant becomes electricity. Not only is this inefficient, but, the costs due to 1 change in our ecosystem.'s temperature are yet uncertian.

3. The extra costs to society in finding an appropriate method to deal with the wastes are escalating. But then you wouldn't want to cut costs here, unless you had no interest in the future and present welfare of humankind and all life.
4. Nuclear. power plants are very capital intensive, relying on scarce expensive resources and providing few jobs as' compared with the solar alternative.

On the Health Side. I'totaly believe that there is undue risk to my personal, and the oublic's well being and

, safety in the event that Diablo Canyon Generating Facility is to be tested or.put on line.

Again I will use'Diablo as an example because an " accident" there is a posibility '.ach woQld cause me to faar for my life or well being. A wisdom I have learned through experience is, that there may be unexpected surprises in life.

1. The Diablo Canyon Nuclear Facility is built on or extrem&ly close to the Hosgri earthquake fault. Even though one might blame an accident on the Earth's fault Ibelieve it is still the Human at fault in his building a nuclear facility on this or any other site. According to an article in the Times, June 29, 1977, " officials push Diablo Plants despite major quake faults."
2. Federal regulations allow nuclear workers to receive thirty times more radiation exposure per year than a member of the general public.(from the Telegram-Tribune, July 23, 1977)
3. Radiation causes changes in DNA and RNA resulting in genetic defects. The only way to avoid this increasing hazard is to keep man-made rad.iation out of the envronment.

Please, please, please listen to.the above very relevent facts. Please represent my sentiments where you have influence in this matter. I think that by writing to you, I am expressing a great number of peoples f ' clings.
