The subject deficiencies were initially reported to NRC-0IE, Region l
II, Inspector P..A. Taylor on May 20, 1981 as NCR's HTAHPP81-01 and PBNHPP81-01. TVA rabmitted the first interim report on June 19, 192i.
In compliance with paragraph 50.55(e) of 10 CFR Part 50, we are enclosing the second interim report on the subject deficiencies. TVA anticipates transaitting the next report on or before November 9, 1981.

REPORT NO.' 2 (INTERIM)
Dascription of Deficiency Purchase request forns initiated by the Division of Construction (CONST) have not been processed according to Construction Engineering Procedures (CEP) 4.01.
In this procedure, CONST is directed to fill out all items on the purchase request form except olanks 8, 10 (items b, c, d, and part of e), and 12, which deal with seismic requirements, schedule dates, and design basis verification, respectively.
These items sho' tid be filled out by the appropriate lead design project engineer in the Division of En'gineering Design (EN DES), as specified in EN DES Engineering Procedure (EP) 5.20.
Contrary to the procedures, CONST has been filling out the entire form and sending it to the EN DES design project manager (DPM).
The DPM's secretary, noticing that the forms were totally completed, has l
. been sending the forms to the appropriate EN DES contract sections l
without having the lead design project engf neer revieu them for accuracy and complete blanks 8, 10, and 12.
Interim Prosrress EN DES has received copies of Hartsville's purchase requests for QA saterial and is currently reviewing them for compliance with EN DES-EP 5.20.
Phipps Bend has submitted listing of all OA purchase requests. A request for copies of Phipps Bend's purchase requests has been_ made.
Upon completion of the review of these purchase requests compliance to EN DES-EP 5.20 can be etermined.
TVA anticipates submitting the next report on or before November 9, 1981.
