Dear Sir:

l The enclosed revised Physical Security Plan for the reactor facility at Iowa State Univers'_y is submitted for review and approval. Implementation can begin as early as Septemoer 1, 1981. Pursuant to paragraph 2.790(d) of 10 CFR Part 2, the Plan is to be withheld from public disclosure.

The original version of the Physical Security Plan was submitted with the application for renewal of the reactor operating license (R-59) by letter dated September 5, 1979. Upon review by the Staff, several areas of the proposed Plan were found to be in need of correction or clarification. These were initially communicated

! by telephone by Mr. Donald Carlson on January 15, 1980, and subsequently discussed on other occasions. Provisions of the revised Plan which did not conflict with l the approved Security Plan have been implemented and successfully tested over the intervening period.

I All areas found to need correction or clarification have been studied and rewritten in the revised version of the Plan. A summary of changes is attached.

3-2 First paragraph rewritten for greater clarity.

3-2 Section 3.3 rewritten wit's some substantive changes. The current key-issue system was inserted. Locks are more precisely described.

5-1 More adequate description of the telephone system.

13-1 More precise description of locking system components.

. Attachment 1 Attachment 1 rewritten to reflect the as-built condition of the intrusion detection system.

A-2-1 Lock description updated.

- A table of contents for figures included in the Plan was added.

Figure 2 was updated and reoriented on the page.

A new Figure 3 replaced the old figure to better illustrate the areas of coverage, the storage sate, and the scale of the drawing.
