FUEL CYCLE OPERATING EXPERIENCE REPORT 2019 The Fuel Cycle Operating Experience (FC OpE) Program is designed to support technical and licensing staff, inspectors, and management by providing insights that can inform future inspections and licensing reviews. The purpose of the annual report (see Enclosure) is to provide an analysis of reported events to identify trends and make recommendations to improve fuel cycle programs.
