A fly \\Q On August 25 and 27,1981, the Appeal Board issued separate memoranda in connection with the Staff's August 7 motion for directed certification of the Licensing Board's decision to retain independent seismic titnesses.
The Appeal Board agreed with the Staff that the Licensing Board's proposed course of action was unusual, if not unpreceddnted. The Appeal Board noted the Staff commitment to supply supplemental testimony address 6ng the Licensing Board's apparent reinaining concerns.
It then indicated that it expected the Licensing Board to reanalyze the record upon consideration of this supplemental testimony in anticipation that its concerns could be satisfied without the need for outside experts.
If the Licensing Board remained of the view that it could not resolve the seismic issue on the basis of the testimony of the parties, the Appeal Boadd stated its expectation that it would be provided with detailed reasons for such a position. The Appeal Board indicated that it would act on the directed certification motion upon receipt of subh explanation.
