As a result of the John C. Haynes Company's failure to make required payments to the Commission, and failure to complete a radiation survey and de ontemina-tion report incident to the conversion of your license to storage only, I have concluded that John C. Haynes Company is not conducting its activities in accordance with Commission requirements.
In that the Licking County Common Pleas Court appointed a receiver over the property on which you conducted your licensed activities, I no longer have adequate assurance that the John C.
Haynes Company is financially capable of conducting its activitiet, in accor-dance with Commission requirements to protect the health and safety of the public.
Consequently, we hereby serve upon John C. Haynes Company an Order to Modify License No. 34-13774-01.
In accordance with Section 2.790 of the NRC's " Rules of Practice" Part 2, Title 10, Code of Federal Regulatiens, a copy of this letter and the enclosure will be placed in the NRC's Puolic Document Room.
