F.'u: lear <c;ul atory Ccomission (tne Co.7:ission) has issued Amendment No. 55 to Facility Operating Licensa No. NPF-1, issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific Doser and Light Company (the licensecs), which revised Technical Specifications for operation of ajan Nuclear Plant (the facility) lo:sted in Columbi a Cour.ty, Oregon. The amendment is effective as of the date of issuance.

The amendment consists of administrative changes related to off-site and on-site functional organizational charts, minicca shif t crew compositian, correction of a typographical error, revisions to the merbership of the off-site review ccnnittee, and clarifying revisions to the responsibilities of the on-site revies cormittee.

The application for the amendment complies with the standards and requirements of the Atonic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings 3s required by the Act and the Cemnission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendmant.

Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

_ 2 The Commission has determined that the issuance of this amenda2nt will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of tais amendment.
