Our initial review of the Board's Partial Initial Decision (Procedural l
Background and Management Issues) has disclosed one misunderstanding

which we believe the Board would want brought promptly to its atten-I tion.
At page 269 the decision refers to Mr. Gary Miller and states that Mr.' Miller "may no longer be with Licensee and in any event he is no longer hi,any staff position with Licensee of any importance to l

Mr. Miller does not have line operating responsibilities at TMI-1, but he does serve as Manager of the Startup and Test Department in the Technical Functions Division of GPU Nuclear Corporation.
As such he plays an important part in plann_ng and directing the TMI-l startup program and the testing of all significant plant modifications.
Mr. Miller's present position and functions were described in the prepared testimony of Mr. Richard Wilson, Vice President of the Technical Functions Division.
