Mr. Robert L. Tedesco
- S Assistant Director for Licensing Division of Licensing U.S. Nuclear Regulatory Ccmmission 4//
Dear Mr. Tedesco:
South Texas Project Units 182 Docket Nos. STN 50-498, STN 50-499 Response to TMI-2 Action Plan Item I.G.1-Special Low Power Testing By letter of June 12, 1981, the Nuclear Regulatory Commission requested HL&P to conduct augmented natural circulation tests to verify certain plant characteristics and to provide operator training in the initiation, maintenence and recovery from the natural circulation mode.
If these tests have already been performed at a comparable prototype plant, the letter stated that they would only be required at the South Texas Project to the extent necessary to accomplish training objectives.
HL&P proposes to reference the testing done at comparable four-loop Westinghouse PWR plants such as Sequoyah 1, Salem 2 and McGuire, thus precluding the requirement for plant specific tests at the STP. With respect to the training requirement, HL&P will utilize its reactor simulator facility to provide the required licensed reactor operator training. HL&P intends to amend the South Texas Project FSAR in the near future to reflect this position.
If you have ar.y questions, please contact Mr. Michael E. Powell at (713) 676-8592.
Very truly yours, J. H. Goldberg Vice President Nuclear Engineering & Construction LRJ/amj 0gbN
