In a telephone conference call of this date among the Chairman, Licensee's counsel, Staff's counsel, Commonwealth's counsel and Ms. Gail 1
Phelps Bradford (representing the intervenors combined on emergency picnning issues), the Board granted an extension of time until September 9,1981 by which the pai ties may file reply findings on i
emergency planning issues.
Emergency planning reply findings must be in the hands of the Board at the Chairman's office on that date.
We have granted this extension because we believe that it will not delay the decision on these issues, in part because we understand that the Licensee, Staff and the Commonwealth intend to serve their reply findings 7

. on or coom after the presently scheduled date of August 28.
Parties delivering reply findings to the Board prior to September 9 may withhold service upon the parties until September '9,"which service may be in any manner provided by regulation.
The Board again emphasizes that reply findings must not be used to establish a case-in-chief. Reply findings must be in direct reply to an initial finding and the initial findings replied to~ must be identified by party and number.
