Updates to Inspection Procedures to Address Needs of Risk-Informed Initiatives

  • IP 71111.13, MAINTENANCE RISK ASSESSMENTS AND EMERGENT WORK CONTROL, has been updated to address needs of Tech Spec 4b, Effective January 1, 2020.
  • IP 71111.22, SURVEILLANCE TESTING, has been updated to address periodic verification needs of 10 CFR 50.69 and Risk Initiative 5b, Effective January 1, 2020.
  • IP 71111.12, MAINTENANCE EFFECTIVENESS, has been updated to address periodic verification needs of 10 CFR 50.69, Effective January 1, 2020.

Updates to Inspection Procedures to Address Needs of Risk-Informed Initiatives (Cntd.)

  • IP 71111.18, PLANT MODIFICATIONS, has been updated to address periodic verification needs of Tech Spec Risk Initiatives 4b, 5b and 10 CFR 50.69, Effective January 1, 2020.
  • IMC 2515C, SPECIAL AND INFREQUENTLY PERFORMED INSPECTIONS, is under evaluation to address special and infrequent needs associated with Tech Spec 4b. (Needs development of a supplemental IP).

Development of the NRR Office Instruction

  • Status: Under development, Target Completion 3/31/2020.
  • Addresses the need for inter-division and inter-office coordination to support oversight needs pertaining to risk-informed initiatives (near-term focus limited to: Tech Spec 4b\newly-developed methods).
  • Will rely on revised inspection procedures.
  • Establishes schedule goals and resource estimates for Head Quarters subject matter experts to perform a high-level audit of NDMS to determine the need for inspections.

Development of the NRR Office Instruction (Cntd.)

  • Acknowledges and plans for the need for inspections of PRAs.
  • Include elements to encourage licensees to use NDMs that have received an opportunity for regulatory review.
  • Provides guidance to adjust depth\timeliness of review based on implications of issue (e.g., NDM) on PRA acceptability.

Developing Knowledge Management Document on Risk-Informed Initiatives.

  • This will be a memorandum from the Senior Level Advisor (SLA) to DRA Division Management.
  • It will summarize licensing and oversight strategies for four risk-informed initiatives (NFPA 805, Tech Spec 4b, Tech Spec 5b, 10 CFR 50.69).
  • It will compare and contrast important differences (e.g.

regulatory requirements, license conditions) among the four initiatives.

  • It will provide a summary of the peer-review process and the role of PRA Model and PRA Configuration Control within licensing basis.

Proposed Alternative to Tech Spec.

  • NRRs Division of Safety Systems (Tech Spec Branch) and Division of Risk Assessment have completed the review of the conceptual framework of the TS Alternative proposed by NEI.
  • Reviews by other stakeholders are continuing.

Next Steps:

  • NRR\DRA SLA provides recommendation to NRR management.
  • NRR senior management will considers SLA input and other considerations\ inputs and convey NRC decision to industry.
