SUMMARY

OF PUBLIC SCOPING MEETING CONDUCTED FOR THE SHINE MEDICAL TECHNOLOGIES, LLC OPERATING LICENSE APPLICATION REVIEW (DOCKET NO.: 50-608)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted an environmental scoping meeting related to the review of an operating license for the proposed SHINE Medical Technologies, LLC (SHINE) Medical Isotope Production Facility in Janesville, Wisconsin.

SHINE submitted its operating license application (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19211C143) to the NRC on July 17, 2019.

As part of the application, SHINE submitted a supplement to its construction permit environmental report. The NRC staff accepted the SHINE operating license application for docketing on October 8, 2019 (ADAMS Accession No. ML19276D411).

The scoping meeting was conducted on December 12, 2019, at the Celtic House at Glen Erin Golf Club in Janesville, Wisconsin. The purpose of the scoping meeting was to provide an overview of the safety and environmental review processes, discuss the scope of the supplement to the environmental impact statement, and to solicit public comments on environmental issues and the proposed scope of the staffs review. Excluding representatives from the NRC staff, approximately 20 people attended the public meeting, including the public, representatives from SHINE, news media, and local, State, and Federal government officials.

R. Elliott 2 One commenter spoke in support of the proposed licensing action; no comments opposing the proposed project were received. Before and after the public meeting, several members of the public inquired about the safety (e.g., the technology) and environmental reviews (e.g., general review process and concerns regarding groundwater).
