I Response to IE Inspection 81-06

Dear Sir:

The following is Boston Edison's response to the item identified in IE Inspection 81-06, NRC Letter of June 22, 1981
.

Notice of Violation "A"

' Technical Specification 6.9.C.2.b, " Anomalous measurement report", states, in l part, "If radioactivity in an indicator medium from an offsite location is found and confimed at a level exceeding ten times the control station value, a writ. ten report shall be submitted"..."within 10 days after confirmation."

Confirmatory analyses are to be completed within 30 days of the receipt of the anomalous measurement.

Contrary to the above, as of the dates of inspection, no written report was submitted to the NRC concerning milk sampled on January 28, 1980 at Plimouth Plantation, in which the Sr-90 level was in excess of ten times that of the control station (Whitman farm), sampled on January 24, 1980.

Response

To ensure that this type of error is not repeated, a ;1adiological Environ-mentel Monitoring Program (REMP) Sample Status Log has been instituted.

The REMP Sample Status Log indicates the following: *

d. the date the Yankee Atomic Environmental Laboratory (YAEL) received the sample _.
e. the date the analysis report was received from YAEL.

This type of sample tracking mechanism allows for a rapid detennination of the status of a particular sample.

The manner in which the REMP Sample Status Log is to be maintained will be i incorporated into the HEMP Procedures.

The required LER will be forwarded by July 24, 1981.
