URC Letter, C E Norelius to J W Cook, dated July 14, 1981 References 1 and 2 are the N9C Report of Inapection for the inspection of March 25-27 and April 7-9, 1981 and Consumers Power Response to the one item of noncompliance frcm that inspection.
Reference 3 required an additional recponse. This letter providea the requented response.
CFCo evalunt ed Woodwaru-Clyde Consultants for technical adequacy and quality accurance capabilitien prior to procurement of services.
111dland Project Quality Accurance Department'a (MPQAD) signature on the Purchase Order providen documentation that the purchase order contained appropriate quality accurance requirements and also gives notification to the Purchasing Department that the supplier specified in the purchase document is acceptable.
CPCo followed the intent of QA Program Procedure he 7-1 " Principal Supplier Evaluation" by completing technical and quality assurance reviews prior to procurement of Woodward-Clyde Connp1tants. We were in error in not following the procedural requirement to provide a written evalration to the Purchsing Department. The Contract to Woodward-Clyde required there be approval of their QA Program prior to start of work. This control point was put in place to nunure that work could not proceed beyond where an approved QA Frogram in in place. The Woodward-Clyde QA Program wac approved en April 1, 1981 and actual work commenced on April 2, 3931.
The following actichs are being taken to obtain full compliance.

The documentation approving Woos vard-Clyde will be forwarded to the Purchasing Department.

2 Serial 1362h during the.last year and active contracts, no matter when issued, will be reviewed for compliance to the exicting procedures and corrective action,
taken if required.

The Procedurec regardin,.; thic cubject will be reviewed and it is antici-pated they will be reviced in regard to the circumstances when the Pt rchacing Department will require specific evaluation documentaticn.
The reason this re luirement has been in the Program was to provide justification for placing a vendor on an approved bidders list. When a vendor ic being approved for only the purchace in question, then the approval of QA on the purchase document should suffice.

Until cuch time as the Procedurec arc reviced, cloce attention will be paid to full compliance with procedural requiremento.
Concumerc Power requests that the NRC review the appropriateness of the Level Y accigned to the item of noncompliance.
It ic our experience that itetc of noncompliance having minor cignificance are normally accigned severity category VI.
As the facto demonctrate, there io no safety signifi-cance accoejated with this item and in fact ctringent controlc were put in place to accure the adequacy of the QA Program coverinr the ccope of work.
