Dear Mr. Keppler:

This is subnitted as Detroit Edison's final report on the Cut Reinforcing Bar problem which was reported per 50.55(e) requirenents.

The item was originally reported to Mr. F.J. Jablonski of NRC-Region III by Mssrs. R.W. Barr and W.M. Street of Detroit Edison on Decerrber 27, 1979. At that tine, it had been determined that cut rebar may have resulted in a re-duced floor load capacity in the Reactor Auxiliary Building at the Fermi 2 site.

Sargent and Lundy has reviewed the Reactor Auxiliary Building, and has found l all floor slabs capable of supporting the original design loads except for l the roof slab area in the end panel along Column Line 9 between Columns G and H. An "as-built" analysis will be perforned by Sargent and Lundy on this 4" riab for new loading criteria. All overstressed sicbs will be re-inforr- 3 at that tine.
