HTGR PSC/ West German Exchange Program
Dear Mr. Eisenhut:
Public Service Company was recently approached by a delegation of Gemans associated with the construction, operation, and licensing of the Pebblebed Thorium High Temperature Reactor (THTR) to fonnulate an infonnation and operating experience exchange program.
The many similarities between Fort St. Vrain and the THTR should result in many benefits if a long-term exchange program is initiated.
Fuel loading of the THTR is expected to occur in 1983, so the short-term benefit to Public. Service Company of this exchange program would be minimal. Both the operating utility and the constructor have requested approval to place people at Fort St. Vrain to work with the operating staff as an initial phase of this exchange program.
German personnel would not be allowed to manipulate controls or valves associated with the plant, but would mainly be observers.
Public Service Company is seeking guidance from the NRC concerning this international endeavor.
In this respect, we would appreciate your response indicating agreement to formulate this exchange program.
