This is in response to your July 10, 1981 letter expressing the concern that proposed rules recently issued for coment by the NRC will limit the rights of potential intervenors.

As you know, since the matters you address are the subject of an ongoing rulemaking, it would not be appropriate for me to comment on your con-cerns at this time. Numerous public coments have been received on the proposed rule. The Comission will give careful consideration to all of the public coments, including the views expressed in your letter, before taking final action.

The Comission appreciatas receiving your views, and your letter will be placed in the rulemaking docket along with other coments.
