This is in regard to your request for approval of a route to be used i

for transport of spent reactor fuel as contained in your letter of April 26, 1981.

The " Proposed Routing" submitted with your April 26, 1981 e tter is judged to meet the regulatory requirements in accordance with 10 CFR j

Part 73.37 *or shipments under export license XSNM-1542 and accord-ingly is approved through December 31, 1981.

i The route which was previously approved has been revalidated and re-mains in effect and your proposed security ar:angements at ports of call are approved, both contingent upon meeting the requirements of 10 CFR Part 73.37 relative to heavily populated areas.

Recently updated arrangements with law enforcement agencies along the route have been completed by the NRC staff. Data relating to these arrangements and a copy of the approved route are enclosed. This infomation is to be incorporated into your shipment plans and provided to your carrier along with instructions segarding its use.

Please note that assuring highway safety is the responsibility of the licensee and carrier and our approvn1 is not intended to provide re-lief in this regard. Furthermore, the approval does not guarantee

that there will be no local or state legislation applicable to the route that restricts or prohibits the movement of radioactive material.

s During seasonal periods when inclement weather with accompanying harardous road conditions can occur with short notice, the appropriate state police should be contacted with regard to road conditions before a shipment Comences.

Notification requirements of 10 CFR Part 73.37 for each individual shipment apply.
