Additional Reportirc of Ponitorino to Illinois Envirorcental Frotection Acency Monitoring results obtained during the previous cne Fonth shall be sum erized and reported on a Discharge Fcnitoring Report Form (EPA No. 3320-1), postrarked no later than the 15th cay of the month following the corrpleted reporting period. The first F.onthly report is due on June 15, 1976. The signed reports required herein, shall be subtritted renthly to the State at the following address:

This letter is in response to the January 2, 1979 letter from you to B. Lee concerning the 316(b) Demonstration i

for Byron Station, NPDES No.

IL 004313, and is a follow-up to a meeting held with R. Schacht on March 8, 1979 i

Between the time the report was submitted and the aforementioned letter was received, the service date for Unit One was revis5d.

The projected service date for Unit One is

- October 1981.

As requestc2 a fish impingement study proposal will be submitted to IEPA by October 1, 1980.

The 316(b) letters for LaSalle and Collins request

4 that impingement sampling be conducted once every four days but suggest that an alternative schedule might be acceptable.

Al-though we are not at this time ready to make a complete proposal for a study at Dyron, we would, however, like to propose that we be allowed to sample twice a week following a schedule., such as Money, 9:00 a.m. to Tuesday, 9:00 a.m. and Thursday, 9:00 a.m.

to Friday, 9:00 a.m.

This would actually increase the frequency of sampling sinec the interval between samples would alternate between two and three days under the Edison proposal and would be overy three days under tim IEPA plan.

This in effect means, i

under the Edison proposal, one out of every eight samples would be in addition to what the IEPA requested.

We consider our plan to be desirable because 1) it is more difficult to coordinate and perform all the activities involved in an impingement semple (screen washing, trash basket dumning, etc.) with the generating station personnel on a weekend, 2) coordination is easier and I

the possibility of delayed semples is decreased when a schedulo is established which involves sampling on the samt days and at the same time each week, 3) there is a cost Savings in that we have to pay premium hourly rates (overtime) to contrac+. ors who 1

would actually work up the sample, for weekend worke ca.d 4) on l

weekdays, when the station is most likely to operate at or close I

to maximum levels, the station would also be expected to produce i<

its greatest zone of influer.co.

Because Byron Station is still under const uction, saveral of the outf alls will not be activated f or some time. The descriptions of these outf alls, as they are known at this time, are included as discussed in the March 6,1981, meeting between IEPA and Co monwealth Edison personnel.

In reference to cooling tower blowdown, efforts are continung to finalize a chemical treatment regime for the cooling water. Once this pr. ; ram is completed, initial predictions of pollutant concentrations can be made. Analy-tical data for this outfall will be provided as it becomes available.
