Senior Vice President Alabama Power ile Southern EhX'!nC Sy%feln August 6, 1981 Docket Nos. 50-348 50-364 Dr. Stephen H. Hanauer, Director Division of Human Factors Safety U. S. Nuclear Regulatory Commission Washington, D.C.

Dear Dr. Hanauer:

Alabama Power Company currently has an operator license class which will be scheduled for examinations beginning December 7, 1981.

The Safety Evaluation Report for Joseph M. Farley Nuclear Plant Unit II, Item I.A.3.1 (4), Revised Scope and Criteria for Licensing Exams - Simulator Ex. iinations, required simulator exams be included as part of the licensing excmination after October 1, 1981. By letter dated February 9, 1981, Alabama Power Company agreed to make the necessary arrangements to give simulator examinations on a non-plant,

specific simulator conditioned on the availability of a simulator which is adequately clase to the Farley Plant, so as to avoid degradation of operator skills.

We are attempting to estab31sh a firm schedule to allow sufficient time for the exams to begin in November.

Indefin ne technique and methods for examinations on dissimilar simulators are making it dif fi-cult to determine the amount of simulator time required for examinations.

In order for the persons being examined to receive a fair and meaningful exam, they must be afforded additimal time on the simulator immediately prior to the exam.

Considering the impact these uncertainties create fer the person to be examined and the problems faced in determining the amount of simulator time required leads us to request that simulator examinations not be included as part of the license examination for the Farley Plant people to be examined this November.

Yours very truly,

[
