SAFETY ANALYSIS REPORT FOR PACKAGING: THE ORNL ILOP TRANSPORT CASK REPORT ORNL/ENG/TM-ll Reference-is given to the s& ject SARP and to your Docket No. 71-5753.
In reply to the specific additional infonnation which you requested, ORNL pro-vided the following information and tte three enclosed photographs (ORNL Phote-graphs No. 0095-79, 0096-79, and 0097-79):
" Design details of the contairrnent are disc.2 sed in Section 1.8 of the SARP.
The effects of both normal and accident conditions on the containment are discussed in Section 3.0 of the SARP. In addition, a drop test performed at ORNL during 1978 in which a fresh (unirradiated) fuel element frcm the Ship NS Savannah was dropped frcm 30 feet in the Knapp Mills Cask demon-strates that element cladding will maintain containment in the event of an accident. Since these tests have not been reported in the literature, photo-graphs indicating the physical damage to the fuel bundle are attached."
The NS Savannah fuel element is a Core II element which is described in ERDA-Richland Operations Office letter dated July 16, 1976, frcm W. G. Fuzak and which is referenced in NRC Certificate of Ccmpliance 5450.
