"'he Aa:nodts motion for an open investigaticn of the irre6ularities noted in the NRC licensing examinations of 7t'.1 - Unit 1 candidates for the positions of senior reactor operator.
These irregularities were reported in an NRC letter of July 28, 1981, approximately ten days after the grading of the examinat:ons was completed, and have resultec in an NRC investigation.
The Aamodts are not satisfied that an NRC :nves:: pat:nr will be sufficient in scope.
If the examination irregu;ar

The investigation mur not center upon the inciviw M aperators involved, and p:,ssi bly end wi th the ir cer.nare.
.NRC and Metropolitan Edison set the staSe for irregularities by a)1owinE marfinally-qualified operators to sit for the licensing examination.
NRC and Metropulitan Edisor, appeared ignore operators' persistent failures on a number of auditt.
to j
However, the parties in the hearing were clearly concerned
=
about the numbers of operators available to mann the shifts, and particularly Metropolitan Edison's shortage of senior operator candidates.
The management of Metropolitan Edison clea.rly ne,eded to have licensed senior operators to restart TMI-1.
Whether the management e:tgaged in outright dishonesty to ensure sufficient senior operator personnel is a distinct possibility and merits investigation.
A report of similar wrong-doing on the part of Metropolitan Edison was reported
~
to the Aamodts last week by a former TMI employee.
i To linin investigation of the examination irregularities j
wilJ not provide accurate information upon which the Board and
(
others can base decisions.
Since the hearing forum is no 5
longer available, the Aamodts motion that the Board or the Commission appoint a select committee, free from NRC or Metropolitan Edison influence, to conduct a thorouEh investigation of the licensing examination of the TMI-1 operators.
The Aamodte i
request that they be included because of their special interest and study of the training and testing of TMI-I personnel.
