FitzPatrick Nuclear Power Station License No. DPR-59 Based on the results of an NRC inspection conducted during the period March 1-31, 1981, it appears that one of your activities was not conducted in confomance with your commitments to the Comission as indicated below:

Contrary to the licensee's commitments in Sections 5.2.3.5 and 7.3.4.3 of ^,he FSAR the five Reactor Building C1csed Loop Cooling Water System containment effluent lines have only-single manual isolation valves outside containment instead of one valve which closes automatically by process action (i.e., reverse flow) or by remote manual operation from the control room.
The Power Authority of the State of New York is hereby requested to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply including the corrective steps which have been taken and results achieved (or corrective steps that are planned), and j
