Stolz, Chief Operating Reactors Branch #4 Divisi7n of Licensing US Nuclear Regulatory Commission Washington, DC 20555

SUBJECT:

NUREG 0737, Item II.D.3, Safety-Relief Valve Position Instrumentation

Dear Mr. Stolz:

The letter from Robert W.

Reid, NRC to S.

L.

Daltroff, dated December 18, 1980, established a schedule for upgrading the Peach Bottom safety-relief valve position indication system of: June 30, 1981 for Unit 2, and the Spring, 1981 refueling outage for Unit 3.

This letter is requesting concurrence from the NRC staff that we are correctly interpreting the implementation schedule of NUREG 0737 and the intent of your December 18, 1980 letter.

A new position monitoring system has been installed on the

?each Bottom Unit 2 safety-relief valves in accordance with the June 30, 1981 schedule identified in the referenced letter.

All components of the new system are designed for the environmental l

conditions (any transient or accident which would cause the valve l

to lift); however, certification of the equipment's environmental l

qualifications has not been completed.

We are participating with several other utilities in a program to certify this equipment at l

Wyle Labs.

Qualification of the equipment will comply with clarification (5) of NUREG 0737, item II.D.3, page II.D.3-1 (safety-relief valve position indication criteria) that requires the equipment to be qualified in accordance with Commission 8108140215 010807-V t

l l' di D PDR ADOCK 05000277 P

PDR

o Mr. J.

F.

Stolz Page 2 Order, May 23, 1980 (CLI-20-81).

Qualification is expected well before the June 30, 1982 schedule of the Commission order.

The upgraded valve position indication system will be operational on Unit 3 during the current refueling outage that is expected to be completed by late August, 1981.

The equip.t.ent certification process described above will also apply to the' Unit 3 installation.

Should you have any questions regarding this matter, please do int hesitate to contact us.

Very truly yours,
